Born in 1959 in Muar, Johor, and in the Malaya Federation (now Malaysia) of Chinese families of Malaysian ethnic groups ,Tan grew up and trained in Singapore. He completed Nanyang University with a bachelor’s degree in science, majoring in physics. Tan later earned a Masters in Nuclear Engineering from the Massachusetts Institute of Technology (with) in the United States. Tan began his doctoral research. After a 3-mile island accident from 1979 and a significant reduction in opportunities in the nuclear industry that followed, the tan left the tan and moved to the University of San Francisco in California, where he earned a Masters in Business Administration.
